The concept of a Digital Twin—a virtual replica of a physical asset—has been heralded as a transformative innovation for civil infrastructure management. By enabling real-time monitoring, predictive analytics, and preventive maintenance, Digital Twin technology promises to extend the lifecycle of critical assets while saving time and money. However, as compelling as this vision may be, the reality is that the Digital Twin paradigm remains largely inaccessible to the majority of global infrastructure asset owners.
The Accessibility Problem: Who can Benefit from Digital Twins?
Digital Twin implementations are often showcased in high-profile projects supported by well-resourced organizations and states. Yet, these projects represent only a fraction of the infrastructure landscape. Local governments, counties, and cities—which collectively manage a significant portion of the world’s civil infrastructure—are typically excluded from this technological revolution.
In the United States, local governments manage approximately 75% of the 4 million miles of roadways and over 50% of the nearly 600,000 bridges, which are critical transportation infrastructure assets. (Source: U.S. Department of Transportation) However, their limited budgets, staffing shortages, and lack of technical expertise make the deployment of Digital Twins totally unfeasible. This is especially concerning when we consider that, as of 2021, 42% of all bridges in the U.S. are at least 50 years old, and 7.5% are considered structurally deficient. (Source: ASCE) Moreover, the ASCE reports that a bridge is closed for repair every few days in the U.S., underscoring the critical need for proactive maintenance.
Many municipalities today, due to a lack of tools, adopt a reactive approach by waiting for assets to deteriorate until they become eligible for replacement. This practice, while common, is not sustainable. It not only incurs higher long-term costs due to emergency repairs and replacements but also poses safety risks to the public.
The Hidden Costs of Digital Twins
Implementing a Digital Twin requires significant upfront investment in digital engineering, data integration, and specialized software platforms. For instance, creating a Digital Twin for a single bridge can cost upwards of $87,000, while more complex structures like dams or large buildings can range into the millions. Beyond these costs, local governments need to hire or train digital implementation teams to manage and interpret the data—a resource that many simply cannot afford. Ironically, the very assets that could benefit most from advanced lifecycle management are the least likely to see these benefits.
A New Paradigm: Scalable Solutions for Local Governments
While Digital Twins may work well for specific, high-value assets, they are not a one-size-fits-all solution for the broader infrastructure network. The industry must rethink its approach and focus on technologies that are:
- Scalable: Designed to address the needs of thousands of assets simultaneously, rather than a select few.
- Cost-Effective: Affordable enough for smaller municipalities with tight budgets.
- User-Friendly: Requiring minimal training and no need for dedicated digital engineering teams.
- Actionable: Focused on preventive maintenance and risk management that deliver measurable results quickly.
The Path Forward
The future of civil infrastructure management lies not in unattainable ideals but in practical, data-driven solutions that democratize access to advanced technologies. By leveraging artificial intelligence, machine learning, and cloud-based platforms, we can provide local governments with the tools they need to optimize asset performance, reduce risks, and extend lifecycles—all without the financial and logistical burdens of large-scale Digital Twin projects.
As we continue to see the consequences of neglected infrastructure worldwide, the need for realistic, accessible solutions has never been greater. By shifting the focus from exclusive technologies to scalable innovations, we can ensure that every bridge, tunnel, and culvert receives the attention it deserves—regardless of its location or dedicated funding source.
